Travel Document for Permission to Enter Kyoto Issued to a British lady named Lorraine

[Japan] Scarce document issued to a British lady, family name Lorraine, who arrived in Japan on the P&O vessel S.S. Ancona. Prior to the treaty revisions in 1899, special permission was required for foreigners to go to Kyoto. Interestingly, in this case, the purpose of travel is for 'recuperation' so it would seem Ms. Lorraine was hoping to recover from some kind of ailment. Travel was limited to 20 days and the holder was also permitted to visit Lake Biwa, Nara, Hikone, and Kusatsu. The document is signed by Tokuhisa Tsunenori (1844-1910), who was the representative clerk of the governor of Hyogo at the time and would go on to become governor of Toyama, Kagawa and Kumamoto prefectures. The rear of the document explains the conditions of the permission. According to the Japan Weekly Mail of May 21, 1892, a Ms. Lorraine left Japan for Vancouver on the British steamer, Empress of India.
